Designation of the Authority, Tasks and General Description

The field of animal studies constitutes a basic and essential part of the total biological research. This research is conducted by the university’s researchers with the assistance of the Authority of Biological and Pre-Clinical Models (“The Authority”).

The Authority is a service unit constituting a basis for the biological-medical research at the Hebrew University. The function of the Authority is to enable university researchers to conduct high quality research related to animals, to provide animals and related products, a place to breed and hold the animals, veterinary consultation and supervision, various research services and a work environment for the institution’s researchers. The authority should perform its roles allowing the performance of researches in the most efficient and cost-effective manner, while maintaining the animals’ welfare. The directives of the university and the guidelines of the Animals’ Trials Act obligate both the Authority and the researchers to act in a defined and dictated manner. Moreover, at times there are also guidelines dictated by the sponsoring factors and regulatory authorities overseas, requiring strict standards for maintaining animals, as a condition for study’s conduct.

 

Roles and activity fields of the Authority

The Authority’s main objective is: management, development and ongoing operation of all animals’ facilities in the university - the Authority constitutes a managing, organizational and professional setting, designated to allow the university researchers to conduct animals’ research at the highest level and maintenance of the animals’ welfare, while developing and operating research means in the maximal effectiveness and efficiency.

The main services provided by the Animals’ Authority include:

·         Breeding, purchasing and holding animals

o   Holding animals during research - caring for animals of various species during biological and medical research performed in the animal facilities of the Hebrew University. Maintaining the animals in accordance with the requirements of the law in Israel and international standards.

o   Breeding animals (special strains - mainly GEM - Genetically Modified) - breeding of GEM rodents and additional special strains created in the Hebrew University, or imported under cooperation with other research institutions.

o   Purchasing animals from commercial vendors and research institutions and providing animals to research institutions in Israel and abroad.

o   Supervision over the animals’ health condition (monitoring laboratory) - constant periodical control of “sentinel” animals representing the health condition of the animals in the cage in which they are kept.

o   Supervision of animals suspected as being sick.

·         Operating the animal facilities array in the various campuses.

o   Operating the animal facilities at an adequate level in accordance with the law requirements and international standards (AAALAC, NIH) - the Hebrew University holds an NIH authorization (since 1986) and has an AAALC accreditation of approval (since 2009) to conduct animals research, after examination that the University indeed meets the required ethical requirements. These approvals are renewed periodically.

o   Operation of facilities, at a high microbiological level.

o   Import of rodents from other institutions for the purpose of research cooperation through quarantine units, and performance of rederivation through caesarean sections.

·         Provision of veterinary services by veterinarians and veterinary technicians

o   Provision of anesthesia and surgery services in animals of various species and operating of surgery rooms - performance of various research activities in accordance with the requirements of various research groups.

o   Operating a pathology service array for researchers - provision of a histopathological service to the university researchers, including preparations of sections, stains, slides as well as professional reading of the findings and preparing summarizing report by a pathologist.

o   Providing professional responses to researches in various aspects relating to animals’ research (models, pathology).

o   Providing a professional response in cases of health problems in animals or maintaining their welfare during the conduct of a research.

·         Central planning and development of research requirements with animals.

·         Determination of a policy on various aspects relating to the Authority activity.

·         Studying the developments, initiating, developing and introducing technological and other improvements in the animal facilities array.

·         Professional and ethical guidance and control over the research activity performed on laboratory animals.

o   Provision of authorization courses for researchers, students and lab technicians on working with various laboratory animals - provision of courses, seminars and personal training in subjects related to the correct and ethical use of animals for research.

o   Participation in ethics committees - IACUCs (professional veterinary response in accordance with law requirements).
